Cambridge University is a member of the League of European Research Universities LERU which has written a statement on open access which basically says hybrid OA is too expensive and not sustainable and that we need to have offsetting deals with publishers.In the UK we have these, see here – http://osc.cam.ac.uk/open-access-0/paying-open-access/publisher-agreements-memberships but this is not standard in the European wider community.
LERU want 10,000 signatures by Christmas (currently 5.300) because in January the Dutch take presidency of the EU and they are going to push for open access as a big part of their time there,
Leszek Borysiewicz, the Vice Chancellor, has signed the statement on behalf of the University of Cambridge which is great. However individuals are encouraged to sign as well.
